CDA Issues Notice to Islamabad Housing Society Over Illegal 585-Kanal Development

The Capital Development Authority (CDA) has issued a show cause notice to the Civilian Employees Cooperative Housing Society (CECHS) for carrying out illegal development on 585 kanals of land in Zone-5, Islamabad, without obtaining a valid Layout Plan (LOP) or No Objection Certificate (NOC).

🚫 CDA Orders Immediate Halt

According to the notice, the society has been ordered to stop all construction, marketing, plot sales, allotments, and transfers immediately.
CDA also directed the society to demolish all unauthorized structures within ten days, warning that non-compliance will lead to strict enforcement action.

⚖️ Violations of Islamabad’s Planning Rules

The CDA stated that CECHS had launched development, marketing, and allotment operations in Soan Garden (Block H-Extension) — a clear violation of:

  • The CDA Ordinance 1960, and

  • Islamabad Capital Territory (Zoning) Regulations.

The authority cited Islamabad High Court orders (April 2025), which prohibit any plot allotments beyond the limits of an approved Layout Plan.

It added that changing plot or street numbers after allotment is illegal, and societies cannot include such clauses in agreements.

🕐 CDA’s Warning and Next Steps

CECHS has been given seven days for a personal hearing to present its defense.

If the society fails to comply, the CDA warned of:

  • Demolition of structures,

  • Sealing of society offices,

  • Blocking of access routes, and

  • Referral to NAB or FIA for investigation.

CDA also stated that it reserves the right to recover enforcement costs from those responsible.
